His 18 Jun 2012 Fitness Assessment (FA) failure be corrected in the Air Force Fitness Management System (AFFMS).

APPLICANT CONTENDS THAT:
The failure is unjust because he was suffering from a hernia which affected his performance. At the time of the FA, he was unaware of his medical condition.
In support of the request, the applicant provides medical information.

AIR FORCE EVALUATION:
AFPC/DPSIM recommends denial of removing the FA, dated 18 Jun 2012; however, recommends exempting the applicant from the cardio component. Based on the evidence provided by the applicant, DPSIM can conclusively determine the applicant had a medical condition that affected his ability to successfully complete the FA. Unfortunately, the Primary Care Manager (PCM) did not provide details on the applicants limitations during the FA; a review of his fitness history indicates he performed satisfactorily in all components with the exception of the cardio component. Considering the cardio component requires running, we can correlate the applicants injury with the limited running capability, thus a poor score in that component.
Air Force Instruction 36-2905, Fitness Program, Air Force Guidance Memorandum 3, states that if the medical evaluation validates the illness/injury, the unit commander may invalidate the test results. There is no evidence that indicates the commander invalidated the assessment; in fact the evidence does not indicate any commander intervention. The absence of this evidence does not overshadow the fact the applicants medical condition affected his FA. The documentation provided by the applicant substantiates his claim of a preexisting medical condition and the fitness report indicates only the cardio component was affected. If the Board approves exemption of the cardio component, the applicant would receive a composite FA score of 86, Satisfactory.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A copy of the Air Force evaluation was forwarded to the applicant on 6 Sep 2013 (Exhibit C) for review and comment within 30 days. As of this date, this office has not received a response.

THE BOARD RECOMMENDS THAT:
1. The applicant has exhausted all remedies provided by existing law or regulations.
2. The application was timely filed.
3. Sufficient relevant evidence has been presented to demonstrate the existence of error or injustice. After a thorough review of the facts and circumstances of this case, we are persuaded the applicant has suffered an injustice. Therefore, we agree with the opinion and recommendation the Air Force office of primary responsibility and adopt the rationale expressed as the basis for our decision that the applicant has been the victim of either an error or an injustice. Accordingly, we recommend the applicants records be corrected to the extent set forth below.

The pertinent military records of the Department of the Air Force relating to APPLICANT be corrected to show that the cardio component of his Fitness Assessment, dated 18 Jun 2012, be amended to reflect exempt in the Air Force Fitness Management System.
